The following represents a small but significant sampling of the recent legislative and regulatory accomplishments of Bob Lawrence & Associates.
Energy Investment: BL&A worked closely with a coalition of energy providers and investors to successfully amend federal energy policy by repealing the Public Utility Holding Company Act, thereby enabling interested parties to invest in critical energy infrastructure.
Energy Policy: BL&A helped to develop and carry out strategic plans, prepared policy briefings, and advocated on behalf of its energy clients on a wide range of energy issues, addressing the domestic expansion of renewable energy, the extension of renewable energy tax incentives, improvements to domestic transmission capabilities, and the deployment of “clean” energy technologies. The firm also pursued federal funding for various energy projects through both the regular appropriations process and through economic stimulus legislation.
Telecommunications Industry Regulations: BL&A successfully spearheaded the revision of federal regulations affecting the telecommunications tower industry through direct negotiations with the Occupational Safety and Health Administration (OSHA). The firm developed a strategic plan and devised and coordinated a comprehensive program involving Members of Congress and their staffs together with the National Association of Tower Erectors to persuade OSHA to formally revise its regulations governing access to work stations by telecommunications tower workers; the firm developed the strategy that led to two subsequent agency revisions to its tower safety and access regulations. BL&A continues to represent NATE before OSHA on a range of tower safety matters.
Unmanned Aerial Systems (Drones): BL&A was an active participant in the effort by the National Telecommunications and Information Administration (U.S. Department of Commerce) to develop a best practice document for the commercial use of UAS. The firm has also collaborated with a number of other interest groups on this emerging technological matter, in addition to helping to spearhead similar undertakings by the National Association of Tower Erectors. This involved the development of a NATE paper providing guidance to tower companies and briefings for federal agencies and congressional offices.
Reports and Newsletters for the U.S. Department of Energy: BL&A works with DOE’s Office of Electricity Delivery and Energy Reliability Superconductivity Program, for which it prepares and issues an electronic newsletter, “Superconductivity News Update.” It also organizes and manages a stakeholder group composed of representatives from the superconductivity, electric power, environmental, state legislature, state utility, state energy commission, national security, and trade group arenas. Additionally, the firm developed a series of detailed reports and analyses for the Office of Industrial Technologies on subjects ranging from metal casting, steel reheating furnaces, and solid waste management.
Geothermal Activities: In addition to creating and maintaining a geothermal website and writing various geothermal-related papers and publications, the firm has conducted surveys of geothermal resources in over 40 countries. Science and Technology Roadmap: BL&A analyzed and prepared materials dealing with the possible formation of consortia that might directly affect domestic Naval bases or laboratories while also targeting economic development in specific geographical locations.
Efficient Irrigation: BL&A strongly and successfully advocated a series of efficient irrigation provisions in the reauthorization of federal farm bills. A variety of specific provisions and amendments designed to protect and enhance the nation ’s water quality and water quantity were drafted by BL&A staff and incorporated into the enacted legislation. These achievements resulted from extensive discussions with Members of Congress, the U.S. Department of Agriculture, environmental groups, and agricultural interests.
Motor Carrier Safety Regulations: The firm helped to develop and implement an interpretation to Federal Motor Carrier Safety Administration rules that provide relief to telecommunication company vehicles involved in utility service work.
New York State Small Business Energy Efficiency Directory: BL&A drafted a comprehensive strategic plan and state agency directory intended to help small businesses in New York State learn about and gain direct access to state agencies which provide energy efficiency assistance and information to small businesses within the state.
Pennsylvania Department of Environmental Protection Small Business Energy Efficiency Guide: BL&A developed a similar guide to the aforementioned one for the State of New York.
Interaction with Congress and Federal Agencies: BL&A, both by itself and in partnership with its clients, regularly interacts – in person and in writing – with a number of key federal agencies, including the Departments of Agriculture, Defense, Commerce, Energy, Interior, Labor, State, and Transportation, as well as with the Federal Communications Commission, the Environmental Protection Agency, and the Federal Energy Regulatory Commission. BL&A often provides briefings, position papers, testimony, and recommendations to the agencies as well as to Members of Congress and congressional committees.
