Dr. Lloyd R. (Bob) Lawrence, Jr. is the President and Chief Executive Officer of Bob Lawrence & Associates, Inc., which he founded in 1986. In this role, he serves a wide variety of corporate and government interests in the Washington , D.C. area, while coordinating the development and implementation of the firm’s strategic planning. Dr. Lawrence has spent his professional career in high-level government positions, as a corporate level executive in a high technology company, and in his current position. He has been an expert witness before the United States Congress on various matters for over 20 years.

Dr. Lawrence began his career as an R&D Program Manager with the United States Air Force. In 1974, he was an Air Force Nominee for America ’s Ten Outstanding Young Men of the Year. By the following year, he was the Air Force Program Manager for Energy Conversion Research within the Air Force Office of Scientific Research. That summer, he left the Air Force and was one of the first executives selected to manage the R&D programs of the Energy Research and Development Administration, the precursor to the U.S. Department of Energy.

In 1977, Dr. Lawrence became the Director of Energy Conservation Research at the Gas Research Institute (GRI), and played a major role in initiating that organization. He headed all End-Use Research and Development with the responsibility for approximately half of the total R&D contract dollars of GRI. As a GRI executive from 1977 to 1979, he represented the gas industry’s end-use R&D interests in testimony before Congress.

In 1979, Dr. Lawrence became Director of Technical Development for Mechanical Technology Incorporated (MTI), a high technology corporation with some 850 employees. He soon became a Vice President of the Corporation reporting to the Chairman and Chief Executive Officer. Between 1980 and 1987, Dr. Lawrence was the program development manager for more than $100 million in federal contract dollars within the company. During those years, he routinely testified before Congress and developed the strategy for successful major contract acquisitions within the Departments of Energy and Defense, NASA, and the Gas Research Institute.

Dr. Lawrence earned a Ph D in Engineering from Ohio State University and a Bachelor’s degree in Physics from Colgate University.
