Senior Vice President

James A. (Jim) Goldwater is Senior Vice President with Bob Lawrence & Associates, Inc., which he joined in 1995 as a Senior Associate.

Mr. Goldwater represents corporate clients before Congress and federal agencies on policy initiatives and federal regulations on a variety of subjects, including energy, environmental, telecommunications, small business, economic and industrial development issues. In addition, he has developed proposals and reports as well as strategic plans that address national energy policy, including renewable energy; enhancement of telecommunications systems; telecommunications tower safety; commercial use of drones; existing and emerging energy related technologies and their potential application to American businesses; motor carrier safety; the domestic irrigation industry, including water quality and quantity matters; and improvements to federal farm programs. He works on appropriations, budget, and economic stimulus legislation as well.

Mr. Goldwater also collaborates extensively with interest groups involved in renewable energy and telecommunications policy as well as with national organizations active in business, trade, and infrastructure matters. In addition, he has worked with a variety of public and private organizations developing best practices guidelines for the safe deployment of unmanned aerial systems (drones) for both commercial and recreational use.

Prior to his tenure in the firm, Mr. Goldwater represented New York Governors Hugh Carey and Mario Cuomo for over 15 years in their Washington, DC office, where he served as Deputy Director, Federal Policy Director for Environment and Transportation, and Senior Legislative Assistant. As a member of the New York State Office of Federal Affairs, he worked regularly, on a bipartisan basis, with Members of Congress, congressional committees, federal agencies, other Governors, and private sector interests in environmental, transportation, infrastructure, agricultural, and Native American issues. He also helped to develop and coordinate economic development and small industrial business strategies and outreach programs with various national organizations representing states and localities, including the National Governors’ Association, the Coalition of Northeastern Governors, the Northeast-Midwest Institute, the National Conference of State Legislatures, and the U.S. Conference of Mayors.

In his capacity as one of the State of New York’s Washington advocates, Mr. Goldwater worked on such landmark legislation as the Clean Air Act, the Clean Water Act, the Safe Drinking Water Act, water resource protection initiatives, the Intermodal Surface Transportation Efficiency Act of 1991, other federal transportation laws,superfund, and appropriations bills. He routinely drafted legislative and report language as well as briefing papers and press releases.

Mr. Goldwater earned a Master’s Degree in Public Administration at the American University in Washington, DC, and a Bachelor’s Degree at Washington and Jefferson College in Washington, Pennsylvania, where he majored in English and Spanish.
